One week ago, some neighbors and a construction crew spotted a young man breaking into cars near Joy and Birwood early in the morning. They say he was stealing the batteries and cutting cables. When they approached him, they say the suspect took off with one of the batteries.
The witnesses ran after him and eventually caught up to the suspect, apprehended him, and proceeded to tie him to a tree while they waited for police to get there. Police came to the scene and found the suspect still tied to the tree. He's been identified as a 23-year-old who lives in the neighborhood.
